HB 669 (2002) requires that every eligible male under the age of 26 who applies for a learner’s permit, driver’s license, or identification card be registered with the SSS. The application “shall indicate either (i) that he is already registered with the Selective Service or (ii) that he authorizes the Department to forward to the SSS the personal information necessary for such registration.” If the applicant is under the age of 18, a parent or guardian must sign and he will not be registered until his 18th birthday. “By signing the application as required in this subsection, the parent, guardian, or judge, or emancipated minor shall be deemed to authorize the Department to register the applicant with the Selective Service System.” (Code of Virginia 46.2-221.1.) “Any person who has failed to meet the federal requirement to register for the Selective Service” is ineligible for employment with any state agency. (Code of Virginia 2.2-2804) No one who is not in compliance with the SSS registration may receive state financial aid. (Code of Virginia 23-38.12.)
