A 2000 Memorandum of Understanding between the New Mexico Motor Vehicle Division and the Selective Service arranged for male citizens or residents of the state between 18 and 26 to elect to register while applying for a driver’s license, although it was not required. The 2003 HB 89 replaced that MOU and requires that individuals must be in compliance with SSS registration to obtain a license, permit, or identification card.  “The division shall notify the applicant on the application that his submission of the application will serve as his consent to be registered with the selective service system if he is required to do so by federal law.” (New Mexico Statute 66-5-2.1.)
