The Maryland legislature passed SB 297 in 2002. This bill created Maryland Statute Transportation Section 12-304, which states that a male applicant under the age of 26 may submit registration information to the SSS while applying for a driver’s license or other identification card. The individual must select whether or not he would like his information forwarded and refusal to consent will not be reason to deny a license. However, this law is contingent on federal funding to implement it, and as of 2013, no federal funding was provided so this law has not taken effect.
