In 2004, Bill 230, was introduced to make applications for a driver’s license, permit, or identification card dependent upon registration with the SSS. However, the bill was amended to allow that male applicants between 18 and 25 “may register” with the SSS when attempting to secure a license. Like in many other states, information provided can be forwarded to the SSS in order to register, although in this case only if the individual authorizes the Guam Motor Vehicle Administrator. Guam Code Title 16 3101.1(e) clearly states, “Refusal by the applicant to register with the United States SSS shall not be a basis for denial of a Guam motor vehicle driver’s license.”
