Driver’s License Linked to Registration? Yes, must be registered to receive license, permit, or identification card.

Registration Linked to Access to Higher Education? Yes, must be registered to receive state financial aid.

Registration Required for State Employment? Yes, must be registered for state employment.

SB 325 was approved in 2000 and mandated that any male applying for a driver’s license, commercial driver’s license, learner’s permit, or identification card who is between 18 and 26 must be registered with the Selective Service.  Signing the application for a license indicates compliance with the SSS requirements or consent that any information can be forwarded to SSS in order to complete registration.  (Delaware Code Title 21 sections 2611(i), 3102(d), and 2711(d).)  All males born after Jan. 1, 1960 must be registered to receive “any scholarship, loan, grant or . . . any subsequent fund developed by the State to provide educational assistance. . .” (Delaware Code Title 29 6104) “[A]ll males born after January 1, 1960, must have registered with the Selective Service System in order to be eligible for state employment.”  (Delaware Code Title 29 section 5941a)
